Femaile Pitbull pup with deformed hind legs. How might we care for her?

I am not sure of her age but she is still small. Her pelvis looks malformed. She seems unable to use one back leg at all and the other leg is at least strong enough for her to stand on when standing still. She appears healthy (and happy) otherwise. I am not sure how well she handles going potty but she eats well. Neighbors someone asked her to dog-sit and then never came back and are not returning her calls. Neighbor cannot afford much veterinary care. Any suggestions?

It is important to define the malformation. There may be surgeries that would help this dog walk. If there is nothing that can be done, wheelchairs are available for dogs.
