Is it necessary for dogs to have 24 hour access to water?

Is it necessary for dogs to have 24 hour access to water? I live in Japan and it is not uncommon to see animals chained outside with no water. When I take the owners to task for this, they often respond that the dogs get a drink once or twice a day and that is enough. What does the vet have to say?

    What an appalling practice! Wether an animal can be trained to survive such a schedule is irrelevant. This is just plain inhumane! A pet should have access to fresh water, especially when outside during the day. We consider this a basic caretaker responsibility at DELTA Rescue.
