She seems small for her breed. She is also very lazy. I thought labs were supposed to be peppy and energetic.

There can be quite a variation within the breed. I have seen female labs ranging from 40 to 90 pounds! Lethargy may be an indication of a medical problem. the most common condition to cause lethargy is hypothyroidism. Less common is Cushing Disease. Also, a problem with the hips can manifest itself as lethargy because the dog is too uncomfortable to jump around. Have your veterinarian run a screening profile to rule out a medical condition and radiographs of the hips to rule out dysplasia.
