I have a question about… my Bichon’s itching

Enter your question here: I have a Bichon Frise, pure white 10 years old, who starts scratching herself raw starting in Mar/April to Aug/Sept. I’ve been told that it’s an allergy reaction to the mulberry, olive and ragweed pollens in the air. Living in Las Vegas, the wind is always blowing, so there is no escape. The young vets at the animal clinics always suggest the $1000-$2000 solution of identifying the pollen, but our money situation prevents this. Now, my question is “how to deal with it.” The steroid shots are very affecting, but we only get these once a year as worst case scenario (to avoid liver problems). We have her on one 10mg tablet of Zyrtec (allergy pill), but it only gives her some relief. We get her bathed in oatmeal shampoo once every four weeks. Is there anything else that you can recommend to give her more comfort?
