My dog goes to the bathroom on the wee wee pad, but he will only soil the pad once, even though he has to go more then once in a small time frame, but wont go on the same pad twice, why is that?

This behavior is not uncommon. Your dog is very fastidious. My oldest daughter has a chihuahua that does exactly the same thing. If she leaves the house she must put down numerous pads or he will urinate on the kitchen floor rather than reuse the pad. I suggest you do the same.
