I have a question about…Constsnt licking of top of paw ans forearm

I was told my dog had “Lick Syndrom” and the vet said there are several reasons for it…in my dogs case he thinks he uses it as a calming and soothing mechanism as he was SEVERELY abused and almost died at the hands of an insanely cruel man (YES he was punished although not severe enough in my book) when he was less then 6 months old. The vet put him in a cone (collar) for 3 months to try to break the habit. It did not work. he gave me DSMO to use. He is several years old now and still licks on occasion, but resently transfere his licking to my legs. What is you opinion, do you have any advise as to how to keep him from licking to the point of bleeding? Also is this a correct diagnosis? I see your answer for paw licking as an allergy…?
