doggie bad breath

i have a 10 yr old mini pin,,, who won;t let me brush his teeth,, he is just too, too ,wired,,, i tried greenies, but only give him these maybe twice a week… and crunch and clean biscuits,,, my sister has a old lab with the same problem,,but worse,, what would u recomend???? thank u for your time,,,
